Is it required to report in advance for inbound personnel to Zhengzhou? Will they be quarantined for medical observation? On March 5, the Office of Zhengzhou Leading Group of COVID-19 Prevention and Control issued the No. 21 Notification. How should the inbound personnel prepare for entering Zhengzhou?
境外入郑人员，该做哪些准备？
A:
All inbound arrivals shall undergo the same management according to requirements of local governments regardless of the nationality. Inbound arrivals to Zhengzhou shall register health status in a truthful manner, and coordinate quarantine at home or designated place. All personnel intending to enter Zhengzhou shall, before their departure, report their travel schedule, destination, means of transportation and health condition to the epidemic prevention and control department at the destination.
境外入郑人员，无论中国公民还是外国公民，由属地政府一视同仁、无差别地执行疫情防控措施。境外入郑人员，必须主动如实申报健康登记，自觉配合落实居家或集中隔离措施。所有拟入境返郑人员，出发前一定要向目的地的县（市）区疫情防控部门主动报告行程、目的地、所乘坐的交通工具以及身体健康情况。

对不如实申报者将采取哪些措施？
A:
Those who do not report their arrival truthfully and those who violate the rules of home quarantine will be quarantined at designated place; all expenses for board and lodging thereby incurred shall be borne by himself or herself. For those who breach relevant epidemic prevention and control rules, thereby resulting in serious consequences, they shall be investigated for legal responsibility according to law.
对不如实申报者应集中隔离，以及违反居家隔离观察规定的，一律采取集中隔离医学观察措施，由此所产生的食宿费用自理。凡违反疫情防控相关规定造成严重后果的，依法追究其法律责任。

For inbound arrivals transferring from other places to Zhengzhou, where will they be quarantined?
从外地转机到郑州的境外人员，将在哪里实施隔离措施？
A:As per the No. 21 Notification, all inbound arrivals to Zhengzhou shall undergo 14-day medical observation at home or designated place. Including: 1. Arrivals from or via hardest-hit countries shall undergo concentrated medical observation; 2. Arrivals from other countries and with fixed residence in Zhengzhou shall undergo home quarantine after they are included in the community prevention and control system; 3. Arrivals from other countries and with work in Zhengzhou shall undergo quarantine in the place provided by their work units; 4. Arrivals from other countries for business activities shall undergo quarantine in the hotels designated by the government, and the reception units shall assume the primary responsibility; 5. Arrivals from other countries and without fixed residence or work shall undergo medical observation in the hotels designated by the government, and the hotels and local governments shall be responsible for supervision and management; 6. Arrivals from other countries and transferring via Zhengzhou shall be arranged at the provisional isolation area if they are detected normal at the detection sites in the airport and railway stations, and their departures shall be reported to prevention and control agencies of their destinations.
For example, if you enter China via Beijing Port, you will go through procedures including registration, health monitoring, emergency treatment, etc. in accordance with the epidemic prevention and control provisions of Beijing Port concerning the personnel entering China. When you arrive at Zhengzhou International Airport or stations, you shall fill in the travel/residence history and report your recent social contact information to the supervisory personnel accurately and truly, in accordance with relevant regulations of the No. 21 Notification.
根据郑州市疫情防控21号公告，凡境外入郑人员，一律采取居家或集中隔离医学观察14天措施。其中：（一）来自、停留或途经疫情严重国家的，采取集中隔离医学观察措施；（二）其他国家入郑并在郑有固定居所的，纳入社区防控体系，实施居家隔离措施；（三）其他国家入郑并在郑有稳定单位的，由所属企事业单位提供场所，实施隔离措施；（四）其他国家临时来郑短期公务或商务活动的，须在政府指定接待酒店入住，由接待单位落实疫情防控第一责任；（五）来自其他国家在郑无固定住所或单位的，须在政府指定酒店集中医学观察，由所在酒店和属地全程负责监督管理；（六）来自其他国家经停郑州中转的，经检测检查无异常情况，由机场、高铁站、火车站等检测点，将其安排在场站临时隔离区域暂时滞留，安全妥善安排离郑，并通报目的地疫情防控机构。
比如您经由北京中转，将按照经北京口岸入境人员防控措施的规定进行身份登记、健康监测、应急处理等工作。到达郑州机场或车站后，应如实填报旅居史，自觉向检查人员报告个人来往真实情况，按照郑州疫情防控21号通告的相关规定执行。

What should the reception personnel do in advance?
接待人员应提前做好哪些准备？
A:
It is suggested that the personnel entering Zhengzhou contact the company, business reception organization, community or hotel they will stay in Zhengzhou and fill in required information in advance based on their own conditions, so as to obtain more effective help. Family members and relatives of inbound personnel entering Zhengzhou shall report, truthfully and 48 hours in advance, the flight/train number and other necessary information of the related person to the community, and cooperate with the implementation of quarantine measures. In addition, all units that will invite and receive the foreigners shall report the conditions of the inbound personnel to the community 48 hours in advance, and cooperate with the implementation of the quarantine measures. Units and individuals who delay or omit the report, or hide the truth or fail to report the conditions of the inbound personnel to Zhengzhou thereby leading to severe consequences will be investigated for legal responsibility according to law.
建议入境人员根据自身情况，提前和郑州工作单位、商务接待单位以及即将入住的小区或酒店进行联系，提前填报相关信息，以获得更有效的帮助。境外入郑人员的家庭及亲属应提前48小时如实向所在社区报告境外亲友返郑航班、车次等相关情况，自觉配合落实隔离观察措施。另外，凡主导邀请、接待境外人员入郑的单位，应提前48小时如实向所在社区报告境外入郑人员情况，积极配合落实隔离观察措施。迟报、漏报、瞒报、不报境外入郑人员情况造成后果的单位和个人，将依法依规追究相应责任。
