奉天省造币厂是目前我国历史最悠久的造币厂，主要生产流通银币、金银纪念币等。1896年(光绪二十二年)，请政府根据盛京将军依克唐阿的奏请，批准设立并筹建奉天机器局以铸造机制银币，同年依克唐阿在今沈阳东关外、大东边门内，开工兴建了“奉天机器局”，于次年建成。创建之初，从天津的德国礼和洋行购进德国、美国制造的机器、锅炉，以蒸汽机为动力，亦有部分手工操作。1898年(光绪二十四年)，奉天机器局开始制作一元、五角、二角、一角及半角的银币，同时在城乡市面上流通。该币以其生产工艺先进、成色固定、形制统一、重量一致、便于携带和计算简便等优点，一经问世，深受社会欢迎。

1900年(光绪二十六年)，奉天机器局扩建略具规模，机铸当十带孔的铜元。5月，义和团兴起，时事不稳。10月，沙俄军攻陷省城奉天，奉天机器局被俄军强占、破坏。1902年3月(光绪二十八年)，经盛京将军增祺向俄方交涉，方将机器局交还奉天当局，奉天机器局的造币厂从机器局分离并更名为奉天银元局。对残损机器重新修复，于1903年7月恢复生产，铸造了以“两”为单位的“奉天省癸卯光绪元宝库平银一两”和“奉天省造癸卯光绪元宝库平七钱二分”两种银币。

这枚银币便系光绪二十九年(1903年)奉天银元局铸造的“奉天省造光绪元宝库平银一两”银币。该币正面上镌“奉天省造”四字，中间镌“光绪元宝”四字，左右镌“癸卯”二字，下面镌“库平银一两”五字，正中为满文“光绪元宝”字样。该币背面内圈镌龙图，外圈镌英文，两旁镌小花饰。此币字体俊秀、深浅适度。蟠龙图案威武大气，刻画精美，因时代久远，留下了自然的包浆痕迹，但并不影响清晰地辨认出其文字、纹饰等，不失为银币中的收藏佳选。
