At 6:20, February 21st, a cargo aircraft arrived at Zhengzhou Xinzheng International Airport from Baku, Azerbaijan. It’s scheduled to transport 60-plus metric tons of goods via Luxembourg to cities such as Frankfurt, Jaen and Milan.
疫情防控，依然严峻。然而，不少像阿塞拜疆丝绸之路西部航空公司这样的货运公司却没有中断洲际货运航线。河南机场集团会同海关、边检、空管等单位建立联防机制、开辟绿色通道，确保国际货运航线不停航、不断航。疫情发生以来，10家境内外货运航空公司正常运营，完成货邮吞吐量1.1万吨。
Faced with difficulties during the epidemic prevention and control period, many cargo airlines like Silk Way West Airlines keep running their inter-continental flights. Henan Airport Group has established a joint mechanism and “green passages” with customs, immigration inspection and air traffic control authorities to provide uninterrupted services for international cargo airlines. Since the outbreak of the epidemic, 10 cargo airlines based in China and beyond have maintained normal flight operations and delivered 11 thousand metric tons of goods.
河南紧邻湖北，仅春节前，从湖北返回信阳市、南阳市的务工人员就达14万多人。作为工农业大省，抓生产、保供应，刻不容缓。河南要求，毫不动摇抓牢疫情防控这个前提，精准施策抓好复工复产这个重点，努力打好防疫复工组合拳。
Bordering Hubei province, Xinyang and Nanyang in Henan province had received more than 140 thousand immigrant workers back for holidays before the Spring Festival. Known well as a granary and an industrial engine of China, it’s imperative for Henan to keep the production on and ensure supply. Besides giving priority to the epidemic prevention and control, Henan also focuses on production resumption after the holidays in a targeted and combined manner.
“首席服务官”、大数据平台助力防疫安全
Providing “ rapid-response service” and big data platforms
企业复工，先要抓牢防疫。2月中旬，河南制定方案，要求实行分类返岗，建立职工健康台账，设置临时隔离点。对重点区域，要安排专人每天早晚各消毒一次，关闭中央空调，推行分餐制、盒饭制。
Effective epidemic prevention and control is the premise for production resumption. In mid-February, Henan set out its plans requiring businesses to arrange the sequenced return of employees, track their health conditions and spare a temporary quarantine zone. Enterprises must disinfect major areas every morning and evening, keep the central air conditioning system off and push for individual dining and meal boxes.
防控过程中，务工人员返岗难、交通物流不畅通、防疫物资缺口大，如何解决？借助大数据、云平台，源头监测、专车接送、线上招聘、筹措物资。
During this special period, how to cope with difficulties in employees’ return to posts, interrupted traffic and logistics and sharp shortages in protective gear? The answer partly lies in big data and cloud platforms, which monitor and inspect from the source, send vehicles for delivery, hire online and raise and collect supplies.
分类分期，分区分批，有序错峰复工复产
Resuming production by category and region in an orderly way
根据省电力公司采集数据，2月20日，河南省电力公司直供的全省规模以上工业企业共1.66万家，复工8125家，复工率48.81%；日用电量2.16亿千瓦时，达产率64.91%。
The collective data of State Grid Henan Provincial Electric Power Company suggest that on February 20th, out of the 16.6 thousand enterprises above the designated size directly powered by the company, 8,125 resumed business, accounting for 48.81%, with 216 million kilowatt hours consumed during the day, achieving 64.91% of design capacity.
河南省委常委、常务副省长黄强介绍说，目前医用防疫类企业开足马力，能源保障类全面复工，食品加工、大型的蔬菜批发市场大部分复工，外贸企业四成复工，其他行业复工陆续有序推进。
Mr. Huang Qiang, Member of the Standing Committee of the CPC Henan Provincial Committee and Executive Vice Governor, said the production of medical and preventive supplies is in full swing. Energy industry has gained comprehensive production. Most food processing businesses and major vegetable wholesale markets are open. 40% of foreign trade businesses have been running and other sectors are being resumed in an orderly way.
解决企业痛点难点，协调推进复产达产
Facilitating business resumption at design capacity
为给企业补充资金“血液”，河南统筹金融资源，发放近50亿元专项再贷款。同时要求各金融机构，在达成展期、续贷、分期还款等情况下，不简单采取资产查封、账户冻结等措施。
To help enterprises solve the shortage of funds, Henan manages the financial resources to adopt a 5-billion-yuan targeted re-lending. And it requires all financial institutes, under the circumstances of extension, renewal and installment repayment, not to simply block property or freeze assets.
中小微企业占河南企业总数95%以上。河南聚焦中小微企业反映突出问题，出台20条扶持政策，包括减免房租、缓缴“两险一费”、用气用水“欠费不停供”等，帮企业渡过难关。
Medium, small, and micro enterprises make up over 95% of all businesses across the province. In response to the major problems they have, Henan rolled out 20 preferential policies to help them overcome the difficult period, such as reducing or exempting rents, postpone paying the premiums for employees including old-age pension, unemployment and work-related injury insurance and not stopping the power and water supply with overdue bills.
