1840年鸦片战争以来,外国侵略者不断在经济上掠夺,他们使用90%成色、标重七钱二分的白银,套取中国重达一两、成色93.5%高纯度白银,造成白银流失,价格飞涨,百姓苦不堪言。用来抵制及取代洋钱。光绪十三年(1887)两广总督张之洞率先奏请朝廷在广东试铸银币,张在调任胡广总督后,在湖北也设立银元局开始铸造银元。湖广两省的银币推行非常成功,其后各省纷纷效仿,朝廷也极力推广。福建官钱局即在其中之列。
福建铸造银币的历史,最早可以追溯至明末清初郑成功统治时期。由于地处海上丝绸之路起点,并受到西班牙和墨西哥银币广泛流通的影响,其后闽台两地均铸有以军饷一类为名的银币,但均系土法打制,机制银币的历史则出现较晚。光绪二十二年(1896),清廷批准福建省由官绅创办造币厂,仿铸广东、湖北两省银元。同年10月造币厂奉清廷急令停办,停办原因或因官绅合办性质,随即福建总督边宝泉收回铸币权,一般认为这一时期曾试铸有一款七钱二分银元,并有实物存世。
如图所示这枚福建官局造光绪元宝七钱二分,即为这一时期所铸。该币直径39.1毫米,为著名钱币收藏家李伟先旧藏,现存上海博物馆。该币正面环点圈内镌汉文和满文“光绪元宝”字样;钱文书法为馆阁体楷书;上镌“福建官局造”五字;下镌“库平七钱二分”六字;两侧并镌花饰;钱郭为齿纹。背面为蟠龙图居中,较其他省份龙纹有明显区别;外圈为英文省份及钱币重量,镌有“7”和“2”阿拉伯数字,并装饰有小花纹。此种银币位列银币二十珍之一,存世极为罕见,甚为珍贵。

The history of founding silver coins in Fujian can be traced back to Zheng Chenggong's reign in the late Ming and early Qing Dynasties. Because of its location at the beginning of the Silk Road on the sea and the influence of the widespread circulation of silver coins in Spain and Mexico, both Fujian and Taiwan coined silver coins in the name of military pay, but they were all made by local law, and the history of mechanism silver coins appeared later. In the 22nd year of Guangxu (1896), the Qing Dynasty approved that the Mint of Fujian Province should be set up by officials and gentry to imitate the silver coins of Guangdong and Hubei provinces. In October of the same year, the Mint was suspended by an urgent order of the Qing Dynasty. The reason for the suspension or the nature of the joint venture between officials and gentry led to the withdrawal of the coinage right by Bian Baoquan, governor of Fujian Province. It was generally believed that a coin of seven cents and two cents had been tried out in this period, and that it existed in kind.
As shown in the figure, this Fujian official bureau made Guangxu Yuanbao seven cents two cents, that is, cast for this period. The coin, 39.1 mm in diameter, is an old collection of Li Weixian, a famous coin collector. It is now in the Shanghai Museum. In the front ring of the coin, the words "Guangxu Yuanbao" in Chinese and Manchu are inscribed; the calligraphy of the coin is regular script in the style of Guange; the inscription "made by Fujian government bureau"; the inscription "Kuping Qian Bian" in six words; the two sides are embossed together; and the money Guo is dentate. The Dragon Figure on the back is in the middle, which is obviously different from the dragon pattern in other provinces. The outer circle is the weight of English provinces and coins, with "7" and "2" Arabic numerals and small decorative patterns. This kind of silver coin ranks among the twenty treasures of silver coin. It is very rare and precious in the world.
