二、 单一来源采购方式的原因：
根据我校教育事业经费预算编制，结合我校学科设置、馆藏资源建设规、年度资源建设任务，以及外文期刊资源的产品特点——资源使用的连续性、学科专业的针对性，中国教育图书进出口公司经营的71种外文原版期刊，为我校订购的外文数据库ELSEVIER的绑定期刊，ELSEVIER外文数据库由中国教育图书进出口公司在中国独家代理销售，外文购权期刊为世界图书出版西安公司独家经营、外文购权期刊为世界图书出版上海公司独家经营，独家经营权由中国新闻出版总署认定。
鉴于以上原因，申请以单一来源方式采购。
三、 采购公告时间：2014年11月17日-2014年11月23日
有关单位和个人如对本项目采用单一来源方式采购有异议，请于公示期满后2个工作日内以书面形式向河南招标采购服务有限公司提出。
